Chinese Experts’ Foreign Policy Influence

From the outside, China’s foreign policy making often seems opaque. Sabine Mokry’s new book Chinese Scholars and Think Tanks’ Influence on the Construction of China’s National Interest (Routledge, 2026) demonstrates that we can understand these processes better by paying attention to what Chinese experts are saying and where they are located in the Chinese system. In her talk, Sabine Mokry will demonstrate how the role of Chinese experts has changed under Xi Jinping. However, despite centralization of political power, Chinese scholars and think tank analysts can still exert influence on foreign policy. Their influence depends not only on their proximity to the party state but also on the state’s signaled demand for expertise.
